The Transport Ministry has confirmed that it will be compulsory to use rear seat belts from Jan 1 2009. The grace period will not be extended. The point of this whole exercise is to save lives.
Enforcement agencies, such as the Road Transport Department and police, would start issuing warning notices to back-seat passengers who did not buckle up, from Dec 5. But from Jan 1 2009, they will face a RM300 compound if they are caught for not using the rear seat belts. Older vehicles were exempted from the ruling.
Only vehicles manufactured from 1 Jan 1995 onwards are covered by the regulations.
In the case of older vehicles, only the front-seat passengers and drivers were required to use safety belts.
The campaigns to promote awareness of the compulsory use of the rear seat belt had been going on for a few years. As such, there was no reason for the ministry to extend the grace period. We should consider the fact that accidents do happen and it can happen to anyone. It is easy to take for granted the safety of those at the back and we’re so used to not buckling up when sitting at the back.
Don’t wait for Jan 1 2009 to come, buckle up now for those at the back!
Safety belts when used properly reduce the number of serious traffic injuries by 50 percent and fatalities by 60-70 percent.
A common cause of death and injury to children in motor vehicles is being crushed by adults who are not wearing safety belts. On out of four serious injuries to passengers is caused by occupants being thrown into each other.
Motorists are 25 times are more likely to be killed or seriously injured when they are “thrown clear” than when remain inside their vehicle.
In a 30 m.p.h. collision an unbelted 160 lb. Person can strike another passenger, crash through a windshield and/or slam into the vehicle’s interior with a 4,800 lb. force.
NO SEATBELT NO EXCUSE
